Labs

CAHPR’s work is organized around three broad areas of focus.

Our Labs explore how policy, markets, and law intersect to shape health system performance.

Each Lab conducts evidence-based research and policy analysis that bridges academic evidence with real-world reform — supporting policymakers at the state and federal levels as they design strategies to improve affordability, transparency, and accountability across the health system.

Markets and Competition

Over 70% of U.S. physicians are now employed by corporate entities, health systems, or private equity–backed firms. These shifts are reshaping how care is delivered, priced, and accessed.

So how do evolving ownership models and financial incentives influence health care prices, quality, and market structure?

Medicare

Medicare now covers over 65 million Americans and remains a cornerstone of the U.S. health care system. Yet the program faces mounting challenges—rising costs, plan complexity, and variation in access and quality.

What reforms can improve the program’s sustainability, transparency, and value for beneficiaries and taxpayers?

Health Law & Policy

Law and policy shape every dimension of the U.S. health care system—from payment and regulation to workforce mobility and corporate accountability.

How do legal and regulatory frameworks affect access, affordability, and innovation across the health care system?

Connecting Federal and State Policy Impact

While each Lab addresses a distinct aspect of health policy, all share a common goal: bridging research and policymaking to inform reform at both federal and state levels.
