Our researchers work with policymakers in states across the country to analyze health care markets and develop evidence-based policies to lower costs for both consumers and public budgets.

How We Support Policymakers

Our team, which includes both economists and attorneys, is uniquely positioned to support the development, implementation, and evaluation of health care policies through nonpartisan research and analysis.

Our work includes:

  • Evidence-Based Policy Options - Presenting options to address challenges such as rising health care costs and increasing market consolidation.
  • Economic Analysis - Analyzing health care markets and quantifying the potential impact of current or proposed policies.
  • Legal Drafting - Supporting policymakers with the development of draft language for proposed health care legislation or regulations.
  • Expert Testimony - Informing legislative decision-making on health care market issues.

Examples of Our Work

CAHPR researchers provided technical assistance on S.126 (now, Act 68 of 2025), which establishes market-wide, reference-based price caps for all hospitals in Vermont. CAHPR researchers provided legal feedback on the proposed legislation and conducted an economic analysis of the expected impacts of the policy on hospitals, consumers, and the state budget. CAHPR researcher Chris Whaley testified on the bill in front of the Vermont House Committee on Healthcare in April 2025. The bill was enacted and signed into law in June 2025.

CAHPR researchers are now providing technical assistance to Vermont's Green Mountain Care Board on the implementation of reference-based price caps in the state.

CAHPR researchers provided extensive technical assistance on SB 951 (now, Chapter 295 of 2025), which restricts corporations’ ability to own medical practices by strengthening the state’s corporate practice of medicine (CPOM) doctrine. This technical assistance included providing legal analysis, drafting legislative language, and providing policy context on the CPOM doctrine in other states. CAHPR researchers Erin Fuse Brown and Hayden Rooke-Ley testified in front of the Oregon House Committee on Behavioral Health and Health Care regarding the legislation in April 2025. The bill was signed into law in June 2025.

CAHPR researchers are now providing technical assistance to other states on how they can similarly regulate corporate influence in their health care systems.

CAHPR researchers provided technical assistance on HB 1004 (now, Public Law 216 of 2025), which requires the five largest nonprofit hospital systems in the state to bring their prices below the statewide average or risk losing their nonprofit status. In addition, CAHPR researchers provided technical assistance on HB 1666 (now, Public Law 239 of 2025), which requires health care entities to report annually on their ownership and financial status. This technical assistance included legal feedback on legislative language, as well as background information on similar policies adopted in other states. Both bills were signed into law in May 2025.

Hospital Payment Cap Simulator

CAHPR researchers created an interactive tool to show how much states could save by capping hospital reimbursements under their state employee health plans. The average state could save $150.2 million annually.

Healthcare Transaction Review

CAHPR attorneys partnered with the National Academy for State Health Policy to craft model legislation to strengthen state oversight of major health care transactions and curb market consolidation.
